The Series launched in late February with a Wage & Hour Compliance web cast that attracted more than 225 participants from security, facility management and hospitality. It’s continuing in April with an event scheduled for April 20, 2010 at Nationals Park in Washington, DC.

Private Contract Security and the Federal Government: Insourcing, New Standards and Unions

Agency Insourcing of Contractor Jobs

The U.S. Office of Management and Budget (OMB) plans to release new guidance in April that will help federal agencies define which tasks should be performed by the government and which are suitable for outsourcing.  The Obama administration instructed agencies to launch pilot insourcing programs to replace contractors with government employees. Subsequently, the DoD military branches have started to insource contract security at military bases and many federal officials are waiting for new guidance to provide a clearer definition of which jobs are inherently governmental, or so intimately related to the public interest they can be performed only by the government.  The government employee unions are strongly in favor of insourcing and one of their favorite targets are the 15,000 contract security officers working under FPS contracts to protect federal buildings.

New Federal Standards for Security Guards and Contractors

Recently, the Federal Protective Service (FPS) started to implement new requirements and standards for the 15,000 contract guards (now called “protective security officers”) and their employer companies who are part of the FPS “Contract Guard Program.”  These new requirements are intended to improve the training and job performance of guards,  as well as to provide for better performance and oversight of contractors.  Other agencies that utilize contract security officers could adopt the FPS standards.

Federal attempts to strengthen labor unions short of legislation

“High Road Contracting Policy” — the Administration is getting ready to unveil a proposal that would leverage federal contracting to raise wages and support unionized companies by giving preference to government contractors that pay their hourly workers a “living wage” and provide additional benefits such as health insurance, employer-funded retirement plans and paid sick leave.  As nearly one in four workers is employed by companies that have contracts with the federal government, it could have a broad impact.
